I think the most characters I found in a single area was Baidi, because it had like 5 Shu characters and Meng Huo and Zhurong. WebYou're pretty much right it gives a boost to the ai officers and helps them defeat enemy officers easier which also applies to you , the higher the morale on on your side the easier it is to defeat enemies.though it used to matter more in the older Dynasty warriors games if im wrong about anyhting feel free to correct me anyone
